I need a QUALITY backpack for a European trip that I'll be going on. I won't be living out of it, so no 5 day pack. But I'll be carrying water, iPad, and other amenities. USA made, under $150, and top loading preferred.

once I played with a large Eberlestock pack.
well made and comfortable...take a look at their catalog, maybe there's something that fit your needs

I believe the idea is that you're more likely to be targeted abroad if you look like a member of the US military. It causes you to stick out rather than to blend in.

Even if you weren't targeted for some Taken style kidnapping/underground sex auction, you still may attract negative attention from the locals.

I like my 5.11 Rush 24 a lot. My coworker has the Covert 18 pack. It looks like a school bag but has many of the same features of the Rush series.

I took my Rush 24 as my primary carry-on for a 3-day business trip. It was amazing how much it held for an overnight pack, I couldn't imagine how much crap I could fit into a Rush 72. I fit 3 days worth of business casual clothes, toiletries, laptop, charger, notebook, underwear, socks, a second pair of shoes, undershirts, a couple pair of shorts and t-shirts for slumming around the hotel, and still had enough room to stash my jacket when on the plane. I am not a small guy, so my clothes take up plenty of space.

Not made in the US, but I just picked up a Kelty 3500 MAP in Ocean Grey for a trip to Honduras as it has all the features I was looking for and does not look like a military pack. It was $120 shipped from Amron.

I spent 10 days in Spain and my only bags were a 5.11 72 hour pack, and a BlackHawk 3 day pack

Arc'teryx makes great stuff, very durable and nice-looking, albeit a bit expensive. You can get them for less on ebay though. I picked up a $150 pack on ebay for $35 shipped recently. My new favorite backpack.

i used my camelbak urban transport in australia and an oakley planet in greece. both are tough and dont look operator chic, its europe, not africa you dont need a shit ton of molle to advertise all your expensive stuff while you walk around without a gun in your 5.11 pants and danner boots. dont be that guy, and have fun!

I can probably spend more but no more than $200.

Not sure what you mean by side loading vs top loading, but Arc'teryx will definitely suit your needs. Just find a pack you like from their site and see if you can locate it on ebay.

With all that's going on nowadays, I thnk I would buy something locally that was NOT readily identifiable as made in the USA.  Even if some USA-made stuff was sold there, I'd opt for local stuff.  Fit in, and don't stand out.  YMMV.
