So, here is my idea.  I plan to carry my AR carbine in my bugout bag (Eberlestock Terminator) so it will be concealed.

I would like a chest rig that I can wear with the pack, but it has to be somewhat discreet (as discreet as a chest rig can be).  I figure I should use a chest rig because a belt setup will not work well with the pack's hip belt.  I pretty much want to limit the belt to the Wilderness Tactical Safepacker because of this restriction.

I figure that if I need the rifle, I can ditch the pack and pull it out of the top or be carrying the rifle when I need to and I'm away from "the public".

The requirements for the chest rig are two fold.

1.  It must carry an admin pouch big enough for an E&E kit, small binoculars and some odds and ends.

2.  The AR mags must be somewhat or totally concealed.

My idea is to take something like the Tactical Tailor Mini-Mav, put 3 tacos on the front and then put an oversized admin pouch on top of the tacos.  I could use 20 round pmags in the tacos and the oversized admin pouch should conceal the magazines a bit.

Has anybody done anything like this?  Is there another option I'm not thinking of?  Is my plan just stupid overall?

This over the front of the tacos to conceal them.

I was thinking the same thing after I bought my Eagle chest rig. I was worried about having to conceal it if I need to. I sold it and got a BFG ten speed chest rig. This is about as low profile as u can get with a chest rig. The only thing is it has no pals on the front of it to mount anything else, but it holds 6 mags so if u where just caring 4 you could use the other two for whatever else. It only weighs 8.7 oz.

The answer is quite simple. The Diamondback Tactical® Low Vis. Rack - LV1. Its a great rig, I've had mine for 5 years now. I like the setup alot. 4 AR Mags, deeply concealed under bungie cords. 3 Pistol Mag pouches. 3 GP Pouches, and a Radio or Med pouch. I got mine from Blackhawk on clearnace for 35$ 5 years ago. Why DBT is running them for 99 is odd, but whatever. If you add up seperate mag pouches, GP Pouches, Med Pouches, and a Rack your gonna come out about the same.

It seems to fit all your requirements, so give it a look. PMAGs are kinda tight but could be workable.

Also look at the Marz Tactical Combat Medic pouch.  The mags sit down behind it.

That would be my suggestion too.
