In a plate carrier where exactly should a 10x12 plate be positioned, I’m new to this and my plate seems to be riding lower than I expected for protection purposes.

You want it to sit over your most important internal organs.  

Adjust the shoulder straps if you feel it's hanging too low.

Top of the plate goes right about where the sternum/collarbone notch is, or just a smidgeon below it.

I have long seen a trend in carriers sitting too low. Often it is because people aren't using them as designed, ie soft panels and plates. Sometimes though, it is just a matter of maladjusted equipment.

I've seen the same. Seems to me that a lot of people get armor because they "need" it, then arrange it poorly for the sake of comfort or out of ignorance. Few seem to actually think about being shot while wearing it and the need to configure it correctly.

well I did, and thats why I went form This to one that the plate position
is adjustable, like This one

those 10x12 are small enough, put them where they need to be

This is why I asked, with the carrier on the plate just seemed lower than I expected and I wanted more of my upper torso protected not just my belly.
