my wife's grandfather has just given me a winchester M/23 side by side 20 gauge shot gun. on the barrel it says its chambered for 3" shells. My question is am i able to shoot 2 3/4 shells also so i can shoot skeet.

If it is chambered for 3" that means you can shoot all shells up to 3" but not over 3".  So yes, shoot 2 3/4 and have a fun busting clays.

I have a number of shotguns that are chambered for 3" shells.  I normally shoot 2 & 3/4" shells in them to save both money and my shoulder.
