1. Correct position of the tape measure in determining barrel length?
2. Legal (not AOW/SBS) barrel length?

Barrel length is measured by sticking a dowel or cleaning rod down the barrel to it touches the bolt with it closed. Then mark it and measure it.

for measuring, see above.
Legal length for shotguns is 18" barrel, 26" OAL.
