I took a damaged barrel down to 19 inches.
Now , after firing and ejecting the hull, my bolt will not lock back. I've tried several  kinds of rounds including regular buckshot.
I realize it's got to be a gas pressure problem, but, is there a tweak of fix?
If not, how short can I go?

Sounds like you might need to open up the gas ports.  Is this a 3" gun or a 2.75" gun?  I have ran a cut down 18" bbl. on a 2.75" gun w/ no problem.

Get a set of wire size drill bits and keep enlarging the holes until it will function with the intended load. One thing to keep in mind is an 1100 with a short barrel will be partial to a particular load (Dram eq & shot weight).

My 12.5" Sage Sidewinder (based on an 1100) is rated to function with MAX loads only. It will run with lighter loads, but it's not recommended.
