I've put just short of 250 rounds through a new 870 Police Magnum.  First time out, every couple of pumps during shooting were rough, or it wouldn't pump without a little force.

Second time out, yesterday, same issues.  This time though, I took a shot, and the pump wouldn't budge.  Empty hull was stuck in the chamber, hammer dropped, action release depressed.  I had to coax the barrel off to get the shell out.

Most of the shells have some marks in the brass from the extractor, and the claw is a little rough when when moved back and fourth with my fingers.

Any thoughts?

First, give the entire gun a new-gun cleaning as Remington recommends to remove factory preservative.

Spray the gun dripping wet with CLP Breakfree or Rem-Oil and allow to soak for 30 minutes to dissolve the factory lube and for the new lube to soak in.

Wipe off the excess.

Make sure to get lube into the extractor tunnel in the bolt, and make sure the extractor moves freely.

Use a chamber brush to THOROUGHLY scrub the chamber.  Shotgun chambers get a build up of carbon and plastic fouling that will cause extraction and feed problems.
After 250 rounds it's likely your chamber is fouled, whether you can see it or not.
Here's some good shotgun chamber cleaning tools:

Last, try a better brand of ammo.  90% of shotgun extraction problems are caused by using cheap ammo.

You have a slight burr in the chamber, prolly near where the extractor has it chamber recess. I had one, I gently buffed it out with a dremmil diamond stone.

My 870 express works like a charm now.
