I've been considering getting me an RIA, the only thing I don't like about it is that it doesn't have a rail under it.  None of the affordable 1911s do.  I've notcied where CAA has an under barrel rail you can attach to a 1911 without drilling the frame.  Has anyone used this?  Is it good or is it junk?

If you really want a rail without altering your frame then look at the Surefire version. Surefire is a much more proven company. If it were me I would have someone install a Dawson rail on the frame.

Does the Dawson rail require drilling and tapping?

Yes. And I am pretty sure you can only use a Surefire light.
