I am considering refinishing my 5" gun, and was looking at options.

Say I have a $250 budget.

What would you finish it with, and where would you send it?

My sweat EATS parkerizing  and blue

I've done METALIFE  http://www.mahovskysmetalife.com/

mid-1990's

late 1990's

early 2000's

and TRIPP research  http://www.trippresearch.com/
I don't know if Tripp's doing HC anymore, but they did great work

The guns are easy to clean
seem to last a long time, even shooting tons of IPSC, they look wonderful
they don't rust

Accurate Plating and Weaponry did mine and I'm very happy with it. Turn around time was only a few weeks.

That place looks perfect.

VERY good pricing and < 30 day turn around

Were all the pictures you posted of previously blued guns?

IIRC Tripp closed the doors on plating.

op prior finish does not matter as it has to be stripped off. Surface prep under the HC plays a major role on how the HC will look when finished.

All those guns I posted were blued or park'd beforehand

As you can see....i really like hardchrome

I've had AP&W do two pistols for me, I'd do a third any day.

Two of the sexiest things I can think of:

Brushed hard chromed pistols and women with English accents. Both are low maintenance and seem to last forever! YMMV of course.
