I am looking at getting a the RIA 2011(full rail model) but hate the slide serations. Could new ones be cut in and the old not show through or would the current ones have to be filled in then cut or is it not posabile to have that done.

depends on what type of cuts you want.

I would opt to have it filled then you dont have to worry about it.

I would alos add the cost to have this all done, you might just be better off getting a different model from a different manuf for a little less coin that has what you want.

I've seen some guns that have had the existing slide serrations milled off, and then fine, shallower serrations cut into the milled-away section.

Have changed or redone serrations on two pistols now.

Not fun.

Both required welding, surfacing and new mill cuts. If you were to outsource with finish work you could easily spend twice the amount you payed for pistol.
