Say I wanted to have my Kimber Pro Raptor Commander shoot 10mm, would it be as simple as installing a 10mm Bull barrel (as it's a bull barrel gun), a good Wolff spring and using 10mm mags?

Are any other modifications needed?

Will the frame hold up?

A Bobtailed 4" 1911 in 10mm just seems like a good CCW gun to me.

Any thoughts on this?

There are plenty of Commander sized 10mm 1911's out there so the 4" size should not be a problem. To shoot 10mm ammo in your pistol you will need a slide with the correct diameter breechface. This means you will have to start with either a .40 cal or 10mm slide.

Another option might be installing a .400 Cor-bon barrel.  This is basically a .45 diameter case necked down to .400, and it shouldn't require a slide replacement.

And this.

.400 Corbon is anything but cheap and plentiful, but you're up the same creek with 10mm. In the end, you'll find a dedicated 10mm gun or a .400 Corbon conversion more practical, reliable and cost-effective than trying to convert a .45 to 10mm (If you even can). The other advantage of .400 corbon, other than being a 2-caliber platform is that it uses the same .45 mags.

Thanks for the info guys, had not considered the breech face issue.
