can a 44spl and a 44 mag be shot out of a 44 mag revolver, neighbors guns a ruger Blackhawk I believe.  sort of like the 357 and 38 deal but I wanted to be sure

Yep.

Some 44 mag lever guns don't like 44 special, but revolvers are good to go.

Yeah, no problem. I have a Blackhawk also but never shot specials, I like the mags better.

keep the chambers polished so they don't get rough firing shorter rounds.
I use a bore mop on a cordless driver with a little rouge to polish my Uberti.
light/cowboy loads also drop out of chamber without using ejector rod.
.22 mop for center pin polishing.

yes

but you're better off handloading mild loads with 44 magnum brass

Yea just to clarify, any revolver chambered in .44mag can shoot the shorter .44spl, any .357 revolver can shoot .38spl. But not the other way round.

Your neighbor MAY have a Blackhawk convertible revolver, that comes with two cylinders, either 9mm & .357 (plus .38spl) or .45acp & .45 Colt long.
