I live in Virginia and I am looking to trade handguns with someone from West Virginia. We talked about meeting half way, which would bring him to virginia, and trading at a FFL gun shop. Is that possible? Or would I still have to send the gun to a FFL shop in his state?

Illegal. You need to send your gun to a FFL is WV and he needs to send his to Va. Face to face is verboten.

You would have to meet in the buyer's state to sell him your weapon, and there would have to be a transfer through a WV dealer, from you to the dealer's bound book, and back out to him, which of course, is going to cost you, but you can save the shipping and take the gun to his dealer, (meeting with him beforehand, to make sure your handgun is in acceptable condition to him, and yours acceptable to him).
You would have to do the same thing in reverse, if he's trading you a handgun.  He would have to travel to, or send to, a dealer in your state, and it would have to go through a VA dealer first, before transfer to you.
In the end, unless you have dealers in both states that are close, it's just not practical.
This is one of the laws that needs changing, because it makes things hard for people, whether it's individuals trading or selling to someone out of state, or if you were to buy a handgun at a dealer out of state.
