No such thing as a stainless full rail. I think the gun you're referring to was a Custom Shop gun that had been re-finished in matte hard chrome. For $2600, you could get a Pro, either with the rail or without. They are hard to find, but do come up from time to time. If you order a Pro from SA, it's about 8-12 months IIRC. CDNN has the best deal going on non-rail TRPs that I know of at $1200. If you want a railed TRP they are a bit harder to track down. Just keep checking the usual places, Gunbroker, Buds, Davidsons, SGUSA, etc. Buds Police Supply has good prices for LEO's ,(around $1300 for a TRP half rail) but nothing in stock at the moment.
