is an 148 gr hollow base wadcutter  a good round?

It's a low-velocity, low-recoil round that is guaranteed to cut a .35 inch hole and normally penetrate quite deeply. I'd consider it the minimum for self-defense, but there are better alternatives, such as reputable JHPs from manufacturers.

Depends on which direction you load the bullet.  Load it with the hollow base facing the bad guy and they usually expand dramatically, even at lower velocities.

How deep do they penetrate?

I considered mentioning that, but I figured somebody else would.

I'm less than enthusiastic about using those for self-defense. My experience with varmints says they don't penetrate very deeply at all, but they'll damn sure turn a raccoon inside-out.

Why not just buy the Speer 135 grain Gold Dot Hollow Point Short Barrel?

It's the best .38 Special load ever.

Good for what?

The factory rounds I’m acquainted with are excellent target loads.

However, they are underpowered and thus aren’t your best choice for self defense.  I can’t imagine any reason to use them for that purpose beyond for someone who’s really recoil shy - or of course if that’s all you’ve got.

IIRC, those loads are ballisticly similar to the pretty much obsolete .38 S&W.

The .38 Special self-defense load that some folks still swear by is the FBI’s former standard of a +P 158 grain lead hollow point.

If I were looking for a self-defense load myself, it would be a +P medium weight Gold Dot.  Doubletap has a very interesting looking (and not too expensive) load using such a bullet.  See:  www.midwayusa.com/viewproduct/?productnumber=544504
