I got to fondle both today and the .22 LCR had a noticeably heavier trigger than the .38.  Is this a freak occurance or is it supposed to be like this?

You're not alone.

Every LCR 22 I've handled has had a heavier trigger pull than the LCR 38s and 357s.

That is normal. Rimfires require a heavier hammer spring to fire reliably.

My .38 Special LCR has a trigger pull weight of 12 pounds, and my wife's .22Magnum LCR has a trigger pull weight of 16 pounds.  I contacted Ruger to confirm the difference, and they indicated the the rimfire LCRs have a trigger pull range of 14-18 pounds - so my wife's is smack on the middle of the target. I tried putting a lighter hammer spring in it and got down to a 12 pound pull weight, but got about 20% no-fires. The rimfire LCRs need the heavy trigger pull to be reliable - and this was confirmed by Ruger.
