I'm replacing the sights on my USP compact with night sights. As I recall, the sights should be tapped out from the left side of the frame a removed from the right. The new sights shoud be installed from the right side of the frame. Is this correct

I don't think it matters which way they go, but I could be wrong, I'm not a gunsmith.
FWIW though, I did mine the opposite of how you said for no other reason than that's how it was in my vise.

The HK Armorer's manal says they can be removed and installed from either direction. Good enough for me.
