I shot .22 CB's out of it and it wont cycle the slide all the way. Is it because of it being a CB instead of .22 Short?

Yes cb's are very low velocity. ( many use simply the power of the priming compound with no powder)
Using a standard or. Better yet high velocity shorts will allow it to run.
My brother has a couple of these and they are fun little guns to shoot
