I have a late 20's 38 special police positive that is well used with lots of issues.  I want it as a reliable shooter and not a collector.  From what I understand, it is hard to find a gunsmith who has the experience with these guns to fix it properly.
I would like to know who can and will fix it?

Try calling Colt. They should be able to retune your revolver.

A friend of mine had a Colt Cobra snubby that had a timing problem. Colt fixed it at a very reasonable price.

OK, Thanks.  I didn't think they would mess with something this age.

Colt said NO.
They said they did not work on a police positive.  I asked who I could send it to, and they said they didn't know.  I asked if the detective special was not the same thing, and they said no it is different.
I sent the info to Cylinder & Slide waiting for a response.

C&sS won't be cheap or fast. At least in my experience.

For obsolete Colt revolver work that Colt will no longer do, the go-to is Frank Glenn in Arizona.

He'll be much faster and cheaper then C&S.  He has an excellent reputation on Colt's and is one of the few who still does Master level Colt trigger work the old way.
