Just picked up a used P22 at the gun show today. Get it home and notice when pulling the trigger in double action, the hammer is not connecting with the firing pin. But if you cycle or manually cock the hammer it drops on to the firing pin.

I took it apart and remove the mag safety along with the trigger lock out. Now the double action works about 95% of the time.  Still get a hang once in awhile.

As a side note, when the hammer drops and stops just above the firing pin, if you release the trigger very slightly you can feel a reset and then you can pull and it will drop the rest of the way. I wasn't able to figure out what was causing this when I had the assembly apart.

I didn't see this thread sooner,   How worn are the rails and slide?  

Mine had the same issue,  my slide and rails were good but I had apparently worn too much metal off of the hammer.  I am a tinkerer and was too cheap to find a new hammer,  so I dissembled the gun and roughed up the hammer face with my dremel and very carefully built it back up with a welder.   Then I used the dremel to shape and polish it back.

And the gun so you can see that welding the hammer didn't destroy the gun.

I just had this problem happen to my P22 after purchasing it new over 5 years ago.  I always shot it and cleaned it with #9 and followed up with some Rem Oil.

Had the same problem with mine when I bought it new.. The hammer would not drop all the way. Seems like it was getting hung up by the sear. I cleaned it, oiled it, then manually worked the hammer back and forth with out the slide. Been working fine ever since. I think it just needed to be broken in. I was running too tight.
