I ran across an older model 23, the serial number on the barrel and slide (ND3XX) match but there is a different number on the frame (G18XXUS). Make sense?

Indicates that the frame is not original, or has been replaced.
Usually, if Glock replaces a frame for the original owner, the serial numbers will correspond with the slide and barrel. (With an extra number/letter at the end to indicate replacement.)
