i was browsing gunbroker earlier and i saw a complete glock 26 frame for sale and a couple pages later saw a complete glock 26 upper. can i buy the two and snap them together to have a perfectly fine glock 26?

Yes, but wouldn't it just be cheaper to buy a complete pistol. You'd have to factor in the price of two magazines along with the upper and slide.
