So if I am not doing a folding stock why would I have to submit mine as a sbr. From things I have been reading about OAL's and things like that it seems it wont fall into the sbr guidelines.
I have to begun any assembly yet but I have started a do it yourself trust. Please help...

Are you putting a fixed stock on it?  A barrel extension?

Assuming you are talking about a PAP M92 pistol, and not a N- or O-PAP rifle, your issue is barrel length.  

Fixed stock or folding stock, that 10.25 inch (think that's right) barrel needs either a tax stamp or a permanent barrel extension.

This.  Barrel length of less than 16" with a stock is an SBR.
