Is it permissible to staple passport photos and fingerprints to the form 4 application?

Ahahah, alright forget it. I have seen everything from don't tape stuff on, but glue is ok etc. etc.

Seemed like a dumb question, but I thought a verification on this question might save me weeks in the process to avoid a rejection.

I don't know. I've used rubber cement or glue sticks on mine the photos.

Staple the check or money order too?

I'd go with a paper clip to hold everything together. And I'd go with a personal check over a money order. And I'd send everything in a 9"x12" envelope so it only gets folded once. And I'd send it certified mail.

I've never actually attached mine. I just include everything required in a large manilla envelope, all paper clipped together. BATFE always puts the pic on the forms for me...

I've done both checks and m/o's. A check allows you to confirm that the forms have been rec'd and that the proces mahs started, but it's not really an advantage...
