I was wondering if a feed ramp has to be instaled for a 223 saiga conversion for the high cap mags to function properly?

I think KVar sells one.  You can also make one out of a piece of pipe.

I don't know if it is against the law,but the mags can be modified, thus eliminating the feedramp.hock.gif

No longer against the law ('94 AWB)

IMO, I modding the mags would be more difficult.  HOw would you attach the feedramp bump to each mag?  It seems easier to tap a hole and screw down a piece of pipe to the trunion.  But since I've never done it myself, that's just my opinion.

Do you know if its a 1/2" or 3/4" pipe?

The 5.56 bullet guide k-var sells will not work without modification. The extra rivet interferes and it's square (flat) on the bottom. The whole mod process is very time consuming and costly.

I believe that it's 3/4" pipe.  You could test that with a piece of pvc to make sure.  That's what I plan on doing this week...making a feed ramp out of pvc for testing.  Oh, make sure to use thick pipe or it won't work as well.
