Is is possible to swap out the poly side folding stock on a Arsenal SGL31-94 for a triangle stock without having to send the rifle off to a gunsmith? Please fill me in on the details if this is possible. I want a SGL31-84 but don't want to hold my breathe for them to become available again.

It's easy... just take the receiver cover off and tap the hinge pin out from the bottom. Put the triangle stock on and tap the pin back in place from the top.
You'll need a 5.5mm triangle, look for ones that have a cutout on the hinge so that you can see the pin when it's installed. If you can't see the pin its a 4.5mm hinge. For example:
