Try using some penetrating oil on it, then let it sit for a few days.

I finally had to resort to the "field expedient " method. Place a fired .22 case over a pin punch and tap with a hammer.

Mine was really tight too.  For the initial sight adjustment I had to slip a small piece of pipe over one end of the handle to get enough leverage to get ti to move.  Then adjustment was fairly easy after that.

What you missed is the witness mark on the front sight.

A chisel like tool is used stake the front sight and the windage drum when the sights were set at the factory. It displaces the metal on the front sight and bends the windage drum ever so slightly making it real tight in the front sight. This is why it is so hard to move the first time.

I had the very same problem and at first I just cursed at it and shook my hand violently at it. Like this...

hen
THEN....

I bought a sight tool from Brownell's made by B-Square to adjust it. It is far superior to those dinky sight adjustment tools and it will let you keep it on the front sight post while you are sighting it in. Here is the link AK/SKS Sight tool

Now that I have the tool and have gotten the windage pin to move more freely it moves much easier.

Now I am happy and smile with glee when I look at the windage pin on my front sight. Like this...
