If I can find one of these, will it attach to a WASR-10 without mods?

Yes, I know it has to be welded to be legal.

My plan is to make my WASR-10 look like this one:

Yep it will fit. just make sure the weld is easily removed come 14 Sep 04

Come September the weld can be removed with a hammer and a good whack. Just make sure you get all the pins, springs and plunger out!

GO ahead an put it on. Use a 10-32 flathead machine screw 1.5" long to replace the front screw (may have to cut a little length off the screw as needed.) Can't fold like that.
