The number on my receiver says 1966 before the werial #. is that when it was manufactured or am I that dumb?

Receiver or trunion? If on the trunion, that's when the rifle was originally built. Later it was re-built into a US legal rifle by changing the receiver. Don't know what model rifle you have so can't comment more than that.

Yep, that would be the year the original rifle was built. Probably was demilled and re-built into the WASR in the past 5 years or so.
