So my question is this.  I have a WASR that I mounted plum K-Var furniture on. Being a Romanian it does not have the full tabs on the front retainer for the bottom handguard. As such the bottom handguard moved up and down.

I first solved this by adding pop can tabs cut to fill the side gap on the mount thus making it somewhat tight on the retainer but not touching the barrel at all, and elminating the movement unless I really push on it. Shot the rifle and it grouped wonderfully.

Then I get the bright idea that the old wood handgurad had a metal shim embeded in it. So I pry it out and put it in the K-Var. Now I get zero play, which I like but the question is since the bottom handguard now touches the barrel, how much if any will it affect the accuracy of my rifle?

More than likely not at all. Only way to find out is shoot it.

I was thinking that might be the case. I only get to shoot every so often and the suspense is killing me.

I re-cut the crown on my SAR-3.

Accuracy improved markedly.  Do not let anyone tell you that you cannot re-cut the crown on a gun with a chromed bore.
