So I bought a new WASR and this piece had a spot weld holding it in place. Without noticing, (Since I bought it brand new in a box at the gun show) I went and purchased a US slant muzzle break. Went home, discovered that I couldn't unscrew the protector. Is it ok for me to grind this off? In terms of legality.

I think if you install a US made muzzle break, your OK. I just did one today for a friend. Used a dremmel with a cut off disk, and worked it  slow. Take off a little at a time and stay on the thread protector side, rather than the sight base, obviously. You will more than likely, severely damage the thread protector. But, better that  than the sight base. A little clean-up grinding and some gun blue; I was good to go.  I installed a US made AK74 style break, to maintain 922 compliance. This WASR looked to be a single stack mag well, which was converter by the importer. They didn't do a good job, I had to do some clean-up in the mag well area to improve magazine insertion. Much better now. My buddy is a "happy camper".

If you break the weld, you need to replace it with a US made part for 922(r) compliance.
Remember that the threads are Left Hand.
