I just acquired 4 more magazines for my PSL.  Of the 4, 3 will require some filling on the locking lug before they latch into the rifle.  The mag which came with the rifle also required some work with the file.

Is this typical or do I have a magazine latch which is a little too long?

I wont speculate on the latch; but I've had no issues with the few PSL mags that I have.

Some do fit REALLY tight. I wouldn't hesitate to light file the underside of the catch to fit them to my rifle.

OK, sounds like I need to take a little off the top of the magazine catch.

Follow up:

I carefully took my Dremel and removed a little bit of metal off the top of the magazine latch.  Since replacing the latch if I took too much off would be a major PITA, I also remove a little metal from the locking lugs on the magazines.  IOW, I split the difference.  They all lock in now.

I can't wait to shoot this rifle.

I have several that needed a little filing.  They all worked fine afterward.

Out of the 8 I have only 1 magazine was even a little reluctant to immediately rock back and snap in.  It simply required a less casual tug.
The two that came with the weapon fit like red hot magic.  The 6 I purchased came in various states of perfect to slight rust and all but a single one fit quite well.  They snap back with little to no effort whatsoever.  

Given the ratio you are coming up with I would advise for you to look closely at the locking tab on the weapon.  One thing I have personally seen happen with these tabs is that they are not flat with the receiver.  Some angle, or are riveted into place not straight etc and this makes one side of the area for the lug tighter than the other.  With some slight straightening, all mags will rock and lock without issue.  Just don't take too much off.

I had 5 mags with my PSL and they all worked flawlessly without any modification...the rifle wasn't particularly accurate, but it was always reliable.  2-3 inches at 100 yards with the best ammo I could find then (silver tip, light turquoise box) would be fine for an AK, but I would expect a designated marksman rifle to shoot 1.5-2 inches at 100 yards...better if I could have found 7N1 ammo.

I had the same problem..   I was able to shoot the same groups with my psl from both the scope and iron sights (that is how I know something was wrong).  

I think it is either the scope that came with it, the mount being loose or inconsistent lower jaw weld.  

I dont think it is the rifle's accuracy or the ammo.  

I have built a field expedient cheek pad and am testing over time.  Also bought another mount and scope which might or might not help.  

I dont think this posting is of any help and might only serve to confuse.   I apologize if that is the case and I think I used too many  "I's" in this posting to start sentences.

you need to remember the soviet and american definition of designated marksman is significantly different. these are NOT sniper/target grade guns. they were designed to give a squad a bit more reach, not sniping.
