buying a AK47 asked seller what US reciever is on it seller stated not US build by bulgaria arsenal with milled reciever does this mean it is a preban and what should I look for on the reciever and what is a fair price

There are NO pre(89)-ban Bulgarian AK's.  

All Bulgarian AK's are post-ban.

There are 4 possibilities as to what you have.

Complete rifles imported from Bulgaria include the SA-93, the SLR-95, the SLR-96 and the SLR-101.  These were all imported with thumbhole stocks.  The SLR-96 and 101 were originally imported with single stack magazines, and the SLR-101 have been worked on at Arsenal Inc. to accept standard military double stack magazines.

Bare recievers were also imported and they have been built up into individual rifles.  There were some that were mated with used Hungarian parts kits....some of the kits were ragged out, others were pretty decent.  Some of the builders like Gordon Tech did a great job, others weren't so hot.  Some smiths took the bare recievers and built great rifles using other parts kits.

Bottom line, we need more info to help you out, but that's just the short story on Bulgarian AK's.
