Help me out here, guys.

New WASR-3 (.223 cal).  
Problem: Won't pick up a round from the mag when firing.  
Details:
1) Will pick up and chamber when manually cycled.
2) Sometimes will not eject when firing, but usually will
3) Initially, wouldn't fully cycle the bolt - seemed to come back only part way.
   I polished all of the ramps and the bolt, and now there is much less binding.  The bolt carrier also seems to come futher back when firing.
4) Sometimes when firing will reset the trigger, although it doesn't pick up a round from the mag.
5) Other times, it will shoot and eject, but not reset the trigger (and not pick up a round)
6) I think the bolt carrier is not coming back far enough still, but I could be wrong.
The mags sit high in the receiver - there is no room for me to push them higher.  They do wobble.
7) The mags are steel (Weiger mags, I think).  I have tried both with the same result.

Suggestions?  
Is it a mag issue? Do I try a bakelite mag?
Is it a bolt carrier issue with the bolt not cycling fully?  How do I resolve this?
Is it a problem with the mags sitting too low in the reciever? If so, why will it pick up when manually cycled?  How would I fix this problem?

Thanks for the input.  I am not a skilled AK smith, but I do have a dremel and I'm not scared to use it.

I'm also not above sending it to someone to fix.  Hell, I'm not above sending it back to the factory to replace.  I would rather be able to fix it on my own, though.

My recommendation would be to take it back and not dremel on it as then you may get stuck with it.  Have them give you a new one as they should function out of the box if new.

What kinda ammo are you using?
You might wanta try a different brand and see if it will run.
The rifle might be a bit tight and weak ammo will make it short stroke.
Its a thought anyway.
My WASR 10 functioned perfectly out of the box with Wolf 7.62x39,that said my rifle is a bit on the loose side.Including mag wobble.

I'll second not using the dremel yet.

Where in MS are you?

I have a WASR3 that I had FTF trouble with that I fixed. In my case it was a magazine catch issue.

How many rounds have you put through the rifle? What type ammo? Did you save any of the brass? Any signs of over-pressure?

With the rifle empty, mag out, and the hammer cocked, pull the bolt back about 1 3/4"- just to the point where you feel it touch the hammer, then close it. Is this movement smooth? Gritty? Stiff?

When you can do so safely, try chambering a round and manually unchambering it. How much force does it take to unchamber and rechamber the round (with it still held by the extractor)?

Do you have access to any 5.56 headspace gauges? It might be worth it to have a gunsmith check your headspace for you if you don't.

What does the rifle's chamber look like? Are there any burrs or nicks in it? My WASR3's chamber has several rings in it from when the chamber was cut, but it still functions fine.

It's also possible that your rifle may just be tight and need to be broken in, as Blankwaffe suggested.

Thanks for the recommendations.  I have decided to send it back for one that works from the box.  I'm all for trying to fix things for myself, but after having been through some of the standard troubleshooting procedures on this rifle, I would rather let the manufacturer get stuck with a lemon instead of me.
