The picture is looking from the FRONT of the gas tube toward the rear. As you can see, the piece of metal that holds the front of the wood handguard drops to the left and is raised on the right.

How would a gas tube get twisted? And is it common?

My guess is that the rear piece of the tube was not perfectly aligned with the front retainer before it was welded.
I wouldn't say it's common. When you make a lot of any fabricated piece mistakes will happen.
The Romanians didn't spend a lot of time worrying about the small details. If it worked that was good enough.
