What is the best way to shave/cut/custom fit plastic ak stocks (brownells manf).  I am about to take a dremel to mine, but want to know what other methods people have used.

Dremel is my preferred tool for fitting stocks.

Sanding block with coarse grit works too. BSW

if you are talking about something like adjusting the tang to fit a 1.6mm receiver, then I just use an endmill - perfect flat cuts.  But ok, maybe you don't have one - a bastard file and patience or sandpaper backed by file.  DO NOT use a power sander or anything else that builds friction heat unless you want a melted mess
