What's the rule on sending high capacity magazines to California? Can you send them if you take them apart? Is it that simple to circumvent whatever rule they have?

no, they can only be replacemnt mag bodies in exchange for a used/broken old mag body.
i *think* springs and floor plates might be ok, but check with the CA guys
