I can get a semi used, almost new, 400 rounds or so, fixed stock, SGL31 for an even thou. I know prices have been dropping, is this a fair deal?

I was going to get one about a year ago, decided to get an AR first and I wish I had taken the extra time to source an SGL instead.

Right now, that's a good price.
Just make sure if was cleaned properly if they shot surplus ammo through it. If it was 400 rounds of that corrosive stuff, then just put away without cleaning because "it's just an AK".. then it could be pretty nasty inside.

They'd been out of stock for awhile before the craziness started, I'd get it without hesitation.
I picked up a nearly new one with the Krebs sight for $700 with a plum mag the year before last, I'm very glad I did.
