Are dust covers interchangeable in terms of fittment? Milled receivers, stamped, 74's and 47's, different countries, etc?

Yugo M70 covers are nearly 1/2" shorter than other variants.

For the most part, but there are always exceptions. Milled covers are smooth and thicket like the newer AK series. The Yugo AK typically has a shorter cover that usually wont fit any other rifle but Yugo.

My experience is that they will sometimes require a bit of filling to fit on different guns. I have found this especially true when I match a rifle with a top cover of different origin.

Generally speaking, most of them can be made to work other than the Yugo as mentioned above. Back in the day, I put ribbed European covers on my Mak-90's. All that was required was a little filing on the front of the cover.
