Can they import an AK with a fixed muzzle brake? My M1A was made during the AWB and it has a fixed muzzle brake, so I'm assuming that it applies to imported rifles too.

The WASRs imported recently all seem to have the compensator tack welded to the fsb.
IIRC, some one is selling 74s with the brake tacked on as well.

My slant brake was not welded on when I bought it, however it's a Tapco and a compliance part

Sometimes I think Century uses what they have. If there are TAPCO compensators around they install those. If not, they tack the Romanian brake on.
When they temporarily run out of G2 fcgs they haul out leftover Century fcgs.

Yes, rifles have been imported with a permanent muzzle device - it doesn't come into play because after being welded it's then part of the barrel. The great majority of them are installed here in the USA to meet barrel length requirements and/or help with 922.
