Would a supressor... 1. Be able to be mounted on an AK with threads for a muzzle break? 2. Actully lower the volume like it would be designed to do?

Your question is not real clear to me, but yes a flash suppressor or a silencer type suppressor will work on a threaded barrel provided they are threaded the same.

Yes, you can suppress AKs.
Red Stick Firearms even makes a (functional) replica Soviet suppressor.
