Great shape kit at a local shop for $300 but the lever for the lower handgaurd release is broken off
Problem or not?

Some posted not long ago that they replaced the lever without having to remove the handguard retainer.

Yep. Knock it out with a punch and hammer.
I then knocked one out of a spare retainer assembly I bought. Put that in place and then swaged it with a wide tip punch & hammer! Easy. Barely marred the finish too.
