Arsenal on many occasions replaces their clients' rifles without any explanation as to what is wrong with the original.
Those sent in for warranty repairs that are not returned to their customers are sold after a fix. This is all the info I could get from Arsenal.

Are the fixed ones sold as new, or are they used as replacements?

It's typically a violation to sell used items as new. They could be sold as refurbs, or used to replace other rifles, or broken down for parts...

They rotate them back in and use them for parts OR the workers just buy them at a discount from what I hear.
