I'd recommend to get an actual Russian 4x24 POSP scope. They mount easily to the side rail and are combat proven optics.

They are a bit more pricey than he wants to spend at around $160 but they should last a long long time and be able to take a lot of abuse. My experience with budget optics is that you generally get what you pay for and they don't last very long.

If you do get one, make sure to get the AK mount and not the SVD mount. The AK mount is taller and the locking lever is on the bottom, the SVD mount is obviously shorter but the locking lever is on top.

AK Mount:

Kalinka POSP 4x24
