I'm looking to put a 3-9x scope on my wasr. I have a UTG quad rail on the hand guard with a laser and a fore grip. Will I be able to mount the scope on the quad rail or will I have to get a side mount?

Depends on the scope's eye relief. Majority of the time your answer would be No. Shot gun scopes, reflexes and Red dots work well on those mounts.

A beryl mount (dogleg rail) or a side mount would be best
