I have a 4 power POSP that I beleive is romanian and is marked LPS 1976, it has an on/off switch and a battery compartment that holds two AA batteries....but I put new ones in and nothing.....where can I trouble shoot this scope at and does anyone else know who has had the same problem....can't find anything on this particular model.

LPS sounds Romy, ESP if the elevation dial is in 100m increments (longer gaps as numbers go up).

Get a circuit tester to confirm the light is still good, otherwise be sure the contacts are clean (pencil eraser for the one down in there).

I acquired a POSP scope--not the same model--and assumed I had the same problem. The allegedly illuminated reticle didn't work--or so I thought.  I changed batteries (it uses watch-type batteries) and bulbs, and the thing still apparently didn't work. Finally tried it in very dim light--almost total darkness outdoors and shur 'nuff, the reticle does glow when turned on, with the original bulb and batteries as well as the new. I don't know if that's the way the thing is supposed to work or not, or if there's something in the circuitry that draws the battery voltage down so low as to make the feature essentially useless. I haven't done anything about it, and don't intend to as there's nowhere to go for service.  I've decided that based on my experience with the scope and an Arsenal 5.56, that magnifcying optics on an AK are kind of pointless anyway.
