So I build a Khyber Pass clone with a Romy front end.I installed an AK74 brake on it. Will a AK74 bayo fit on the Romy front end?

It should, but double check the spacing of 'true Romy' lugs and brake fronts just to be sure they are not different like their 22mm threads vary from the 24mm norm.

I thought the -74's had the lug under the front sight, since the longer brake moved the distance out and away from the -47's bayo lug.

there are 2 lugs on Romanian AIM-74s, AK-74s and Tantals. One lug under the gas block and one under the front site base. This is also true with the rifle length AK-100 series AKs
