My reciever and barrel are rusting and though i clean it within a few days the rust is back. I used the steel wool and oiled the area but the gun rust anyways. Is there any cleaning solution to prevent weakened areas from rerusting?

What ammo was used? Milsurp with corrosive salts in the primers will keep attracting moisture thru the oil.

For long storage, I use R.I.G. rust inhibiting grease, and a bag twisty on the trigger guard to remind me to swab it out before the range.

Sounds like salts of some sort.. Bluing salts or corrosive primer salts.  Might want to try giving it a bath in some hot water to dissolve them, then WD-40 to get the water out (or hell, use the oven or a hairdryer), and then oil as normal.  

I heard tell about some badly blued rifles with this issue, and that's about the way it works if you clean with just oil after corrosive ammo.

Of course it might be environmental as well.
