Where can I get a reloader for 5.45x39 ammo and where can I get everything for reloading?

Best bet is to start off in our Reloading forum.  There are several sticky threads with info for getting into reloading.  Do lots of reading and research before jumping into the reloading hobby.

We even had a thread recently about reloading for the AK, although in 7.62x39.

When you're doing research, look into the difference between Boxer primers and Berdan primers. AFAIK all 5.45 cases are Berdan primed.

You might also take note that as of now, all 5.45 cases are made of steel and are not re-loadable.
Also, as above, the 5.45 is made with Berdan primers.  I'm not sure 5.45 size primers are even available.

Some guys reload steel, but its harder on the dies.  But really, as cheap as surplus ammo is reloading isn't really worth while.

Reloading for 5.45 is somewhat challenging and I would not recommend it for a beginner.  The challenge is that there is no boxer primed brass cases easily available.  I know some people have reloaded berdan primed steel cases but this is difficult due to the extra work depriming and also the availability of the primers.  Another issue is that the bullets for a 5.45 are .221" versus the common size of .224 for american rounds like the .223 Rem.  You can resize .224 bullets down but again this is more work.  There is also no easily available data for powders.  The short story is that reloading for 5.45 is probably only for those with some experience in reloading.

I have dies and have had some success resizing .223 Rem cases down to 5.45 and trimming to length using some Hornady second bullets that were made to .221.  I bought these a year or so ago and have never seen them made available again.  The case head for the .223 is on the small size but they do work.  

I would strongly suggest that if you are interested in reloading to begin with a common round to learn the basics before attempting to reload for 5.45.
