I need to pick up a jig for some Romy G kits I have.
GunJigs.com has a top and bottom jig combo for $149. Seems like a good price, are they good?

And can someone explain the differences in flats to me? I see both carbon steel and moly steel flats.

Also, is it better to get one with the trunnion holes pre-drilled or get them un-drilled and do it myself. I understand the point of view that if I drill them myself then then are spot on without a doubt, but I don't get how each one should be so different that a template with holes already would not work or be better.

Recommendations on a flat for my Romy G's?

I use only ak-builder flats with no trunnion holes. I bend 'em on a dph jig and have had no fitting problems.

Is it easy to screw up bending the top rails w/ a hammer?
The gunjigs.com jig comes with a jig to bend the top rails and the DPH one requires them to be bent by hammer. They are the same price.

Yes if you rush or don't pay attention.  I've used a hammer on 6 or 7 and they came out fine.
Use a hammer with a good face (no chips or dents) and slowly work the length of the rail, don't try to bend it over all the way at once, I usually make 3 or 4 passes until it lays down the entire length. Use very lite taps, your not driving in nails, it's soft metal.
